What the report says
The outgoing-payment report shows a $10 million instruction for an Israel Jubilee bond with the status “Processing By Bank.”
The files released with the report do not include a completed bank status, seller acceptance, book-entry registration, or a later statement showing the bond as a holding. The site therefore discusses the payment separately and does not include it in the $65 million completed-purchase total.
