What the overview says
The two-page document summarizes S&P and Moody’s rating actions, fiscal and security risks, and outlooks. Its conclusion recommends holding the existing positions, allowing scheduled amounts to roll off, and continuing credit monitoring.
Treasury settled new positions six months later, in May 2025. The public trail needs the written reasoning that connected that purchase to the October hold recommendation.
