What the overview says
The two-page document summarizes S&P and Moody’s rating actions, fiscal and security risks, and outlooks. Its conclusion recommends holding the existing positions, allowing scheduled amounts to roll off, and continuing credit monitoring.
Treasury later settled new positions in May 2025. The released transaction files do not include a written explanation connecting that purchase to the October recommendation.
