Thank you, blank, for that introduction.

Many of my colleagues know me but for those who do not, | am the Auditor of State in Arkansas in my first term.
However, prior to that, | was the Treasurer of State for Arkansas for two or 8 years. | also have the honor of being
a past chair of SFOF.

As Auditor of Arkansas, | have two main duties: | am the payroll/HR officer to what | call the state’s VIPs, or state
elected officials. From every member of our State Supreme Court and Legislature, to all seven constitutional
officers (from governor to land commissioner) to every state elected Judge (at all levels from appeals to district
court), to all 28 or our state’s prosecuting attorneys and their 400 plus deputies.

My other main duty as Auditor of State is administrator to the Unclaimed Property program.

Some of you may know what that is, others in the room sort of or may not at all.

(This paragraph explains briefly what ucp is) make sure to mention it is a Consumer Protection Act

Being a part of this organization now for over 10 years, there is a saying, if you’ve meet one Treasurer of State or
Auditor of State, you’ve meet one Treasurer or Auditor of State. All of us in this room have unique and distinct
roles and responsibilities.

Unclaimed Property in some state’s is with the Auditor, others with State Treasurers, and some others with
another entity within your state — like a state’s finance or revenue (???) department.

As Arkansas administrator of Unclaimed Property, | am here to ask for your help and to join me in an effort.

US Treasury Bonds — 20 years and growing, it is time for a solution. | am not the first state elected official to work
on this ... please, let me give credit to our predecessors who worked on this in the past ...but maybe | am the
latest elected official to pick up the baton and try to run with it. | am here asking you to join the ranks, interlock
our arms and with the Trump administration in the White House, let us be a part of a solution and “do the right
thing.” Let us get this money back to our citizens and the folks it rightly belongs to.

Arkansas is in a unique position because our congressperson from the district that covers Little Rock, our state
capital, is chair of the finance service committee in the House. He has weekly meetings with the US Treasury
meeting. And | know French, Congressman French Hill, very well.

The United States House Committee on Financial Services, also referred to as the House Banking Committee.
The Financial Services Committee oversees the work of the United States Department of the Treasury,, among
other things.

It is currently chaired by Republican French Hill from Arkansas, having assumed office in 2025.

The US Treasury has roughly $38 billion of citizens money. | have a handout of how much they have in each
state in this room.

| am currently collaborating with staff from NAST & NAUPA ... in a bi-partisan effort ... but let’s be honest, if we
“Conservatives” in this room will lock arms and join forces, with Republicans in control of the White House,
House and Senate, and if we are willing to play ball with the US Treasury, | feel strongly we can get this done
and do what's right, get money owed to citizens of our state, back in their hands or this heirs hands where it
rightly belongs.

Finally, with the time remaining, | want to address a concerned | have about unclaimed property.

Back home in our recent session, | asked, and our legislature passed legislation to allow me to do a program
called “data match.”

Quickly, “data match’ is ...

| was able to secure funding to operate this program by tapping into the interest we earn on our UCP funds
waiting to be reunited with their owners.

| had two reasons to do this: 1) | am competitive and want to be known back home as the Auditor who returned
the MOST money EVER in state history. In my two % years in office, | have given back blank ... that is more than
the past 6 six years combined.

2) My team and | are growing concerned about future potential federal class action litigation again states led by
UPPO because state escheat and are not showing enough effort to reconnect money or property to owners.
